This is an old horse digger. It was used to dig potatoes out of the ground.
In a horse-drawn digger, the digging and spreading element are rotating blades in the form of curved metal rods. By turning, they spread the ridge along with the potatoes to one side. The potatoes are then hand-picked from the ground.
Later the horse was replaced with a tractor.
